Coverage Services

Sims are not happy having just Utility Service delivered to their doors, and they will start to demand Coverage Services.

  • Once you reach the specified level for a Coverage Service (denoted further below), your Sims will begin to demand coverage from Fire, Police, and Health buildings
    • Be sure to save up to purchase them prior to leveling to their unlock level.
  • These buildings creates a coverage area around its placement and provide the specified service to all buildings in its radius
    • Place your Residential Zones inside these coverage areas
    • This area size is dependent on the building type and tier
    • Lack of these services (once unlocked) will negatively impact happiness
      • Sims will leave and abandon residences
  • In many cases, it is desirable to optimize Coverage per Area.
  • However, note that 1×1 services may in practice be less efficient than their Coverage per Area indicates, as fitting a 1×1 service may actually use up 1×2 or even 2×2 of space.
TIP
Only Residential Zones benefit from Coverage Services. It is very inefficient (especially when you are just starting your city) to have Non Residential Zones in Coverage Areas.

Fire

  • Fire is the first service of the three (fire, police, health) that sims demand
  • ONLY residential zones require fire service
TIP
Fire abruptly appears at level 5 and you will have sims complaining immediately. Build T1 service (don’t bother with T2).
Verdict
Build T1 until you can afford Tier 3.

Police

  • Police is the second service of the three that sims demand
  • ONLY residential zones require police service
TIP
Similar to fire, the police service abruptly appears at level 8 and you will have sims complaining immediately. Take your time and save up for the tier 2 building.
Verdict
Build T2. As /u/steinauf85 has stated: “It's probably better to build 4 basic stations than 1 precinct. Your coverage will overlap better, and while you spend 3000 more overall, your cash flow is greater which allows you to do more in the short term.”

  • Health is the third service of the three that sims demand

TIP
Similar to fire/police, the health service abruptly appears at level 16 and you will have sims complaining immediately. Since this is the last service that appears (Level 16), you should try and save up for the T3 service (don’t bother with T1 or T2)

This graph shows the relationship between coverage area, and price. The T3 Fire building is the cheapest Tier 3 compared to Police and Health but provides a smaller Coverage Area. The T3 Health building provides the same Coverage Area as the T3 Police Building but at a lower cost.

 

Utility Services – Coverage Services – Specializations – Government Services

    Wouldn’t Parks also be considered a Coverage Service? A given park covers a given radius, just like Police or Fire.

      No. It is considered a specialization service because its only main purpose is to boost population. Coverage services (fire, police, health) are more important to sims, in that if they are not provided, sims will leave and abandon their homes. Parks do not have this problem.

        If a place doesn’t have a park, the sims WILL leave. (Or at least happiness goes down.

    I think your verdict under police is wrong. To get the same coverage as a single T3 you spending way more than $3k difference for 4 – T2 police stations. May want to clarify that statement.

      i skipped T2 in favor of T3, larger coverage, more spaces for parks

      T2 police costs 18800 apiece. 4 of these cost 75200 which is 3000 more than T3 police precinct.

      4 T2 police stations cost 75200 (18800 * 4 = 75200). Whereas 1 T3 police precinct costs 72100 which is 3000 less than the 4 T2 police stations.
